
On March 17, the 13th National People's Congress of China approved a massive restructuring plan of the ministries and offices under the State Council.
According to this plan, the State Intellectual Property Office (SIPO) is to be reorganized to include the trademark responsibilities of State Administration of Industry and Commerce (SAIC) and the geographic indicators responsibilities of Administration for Quality Supervision, Inspection and Quarantine (AQSIQ). State Market Supervision Administration is to be established and will manage the reorganized SIPO. It is to be noted that the National Copyright Administration remain as a separate office, independent of SIPO.
The SAIC, AQSIQ and State Food and Drug Administration (SFDA) will cease to exist. The new State Market Supervision Administration will incorporate the functions of SAIC, AQSIQ and SFDA. A new State Drug Administration will be established and managed by the State Market Supervision Administration.
In addition, the new State Market Supervision Administration will also incorporate the price supervision and inspection and antitrust enforcement function of National Development and Reform Commission (NDRC), the antitrust enforcement function of Ministry of Commerce (MOFCOM) and the function of the executive office of the State Council Antitrust Committee.
